How to buy?
After finding your house are land you then visit a solicitor with translater and have contracts drawn up stating when and how monies must be paid at this time you pay a small deposit. Then checks are done legal a military both. After which you receive your deeds (At least 2 months) and none residents may choose to grant power of attorney too there agent to ensure deeds are signed over at proper time.
Money may be paid by bank transfer.

The Rules and Regulations of Buying Property as Foreingner ( Not Turkish Citizen)
There are some rules,regulations and boundaries to own a property in Turkey as a foreigner.
Primarily, there are two certain regulations to follow;
Regulations Rule : This means if a foreigner has a right to buy/own a property in Turkey also Turkish Person has to have a right to buy/own a property in foreing person's country.
For example : If a Germany Government gives a right to Turkish Citizen to buy/own a property in Germany; Turkish Government gives the same right to German citizen to buy/own property in Turkey.

ARGENTINA, AUSTRALIA, AUSTRIA, BARBADOS , BELGIUM, BRAZIL, CANADA, CENTRAL AFRICAN REPUBLIC, CHILE, COLOMBIA, DOMINICAN REPUBLIC, EL SALVADOR, FRANCE, GABON, GERMANY, GUATEMALA, GREECE, ISRAEL, ITALY,KENYA, LUXEMBOURG, MALAWI, NETHERLANDS, NORTHERN CYPRUS REPUBLIC, NORWAY, PANAMA, PERU, SOMALIA, SPAIN, TANZANIA, UNITED KINGDOM, UNITED STATES OF AMERICA, VENEZUELA.
(The person who is not citizen of the above countries should have to have written document form the authorities)

The most important two are;
Village Rule: Foreign person can not buy/own a property in Villages where there is no municipality.
Military Secure Areas: Foreign person can not buy/own property in/around the military secure areas.
